Lăsând problemele existențiale spre într-o parte, trecem la lucruri serioase.
Lockheed Martin a mai făcut o crestătură pe tocul ușii, după ce si-a adjudecat o suplimentare de buget de 99 milioane de zgomoței. Foșnitorii se adaugă la un contract atribuit anterior pentru asigurarea de piese, materiale și componente necesare încropirii a 19 exemplare F-35A Lightning II. Potrivit Jane’s în Iulie, LM-ul și Pentagonul au dat cu bățul pe un nou acord referitor la loturile 6 și 7 din LRIP, loturi ce însumează 71 exemplare. Pentagonul se veselește că a reușit să obțină o reducere a prețului de 4 procente la LRIP 6 față de LRIP 5, în timp ce pentru lotul șapte se preconizează o reducere suplimentară de 8%.
Și lista succesurilor continuă! O delegație guvernamentală de peste baltă a poposit cu jalba-n băț pe plaiuri belgiene, unde la botul calului au pus-o de o prezentare a JSF-ului. Potrivit Reuters belgienii sunt în căutarea unui înlocuitor pentru flota de 60 F-16A/B, trecute prin programul MLU pe care le operează în prezent. Se ia în calcul achiziția a 35-55 Lightning II !! De unde ar putea scoate banii pentru ele, numa’ ei stiu, cert este că o decizie referitoare la achiziție nu va fi luată mai devreme de sfârșitul lui 2014.
Și, pentru încheiere Olanda!
Tot Reuters o citează pe Jeanine Hennis-Plasschaert, Ministrul Apărării în Olanda:“The government has decided, on operational, financial and economic grounds, to select the F-35 as the new fighter aircraft for the Netherlands armed forces. If, within the given financial parameters, room is created in the coming years to purchase more aircraft, the Defence organization will do so. This may be the case if the contingency reserve is not used in full and if the price per unit of the F-35 turns out to be lower than is currently expected.”
Adicătelea, după ce au fost forțați rugați frumos de LM în aprilie să nu se retragă din program, olandejii s-au uitat lung la buzunarele din ce în ce mai goale și au ajuns la concluzia că nu-si permit decât 37 de F-uri 35A. Mai mult decât rezonabil, zic, având în vedere că inițial se vroia achiziția a nu mai puțăin de 85 de JSF-uri iar pe la începutul acestui an erau în dubiu asupra numărului de avioane ce trebuiau cumpărate: 52 sau 68.
Să fie oare de vină bubele care continua să iasă la suprafață sau creșterea prețului cu peste 70% față de estimările inițiale?..
Cât plătesc olandezii? 4.5 miliarde de euro (sau 6.01 miliarde de dolari, după preferințele fiecăruia). Adițional 270 milioane de euro va fi nota de plată anuală pentru operarea avioanelor greu observabile F-35A.
Olandezii vor câștiga o capabilitate – stealth-ul – și ceva locuri de muncă în industria aerospațială locală. Pare-se că asta a fost principalul motiv invocat de LM în primăvară în cadrul negocierilor cu olandezii (deși sunt voci care ar fi făcut trimiteri la unele clauze de reziliere a contractului și oarece penalități plătibile).
Dar sacrificiile?
Pentru a se putea încadra în baremul bugetar necesar cumpărării celor 37 vânători invizibili, Ministerul Apărării din Olanda a fost obligat să facă economii de 300 milioane de euro (asta pe lângă miliardul deja economisit prin renunțarea la diverse capabilități). Scurt pe doi, s-a renunțat la o navă de aprovizionare – Karel Doorman – aflată în fabricație, aceasta fiind scoasă la vânzare. Un batalion al armatei va fi desființat (probabil unul dintre cepe patru batalioane de infanterie mecanizată). Marina va fi nevoită sa renunțe la o companie de militari. Forțele Aeriene vor trage pe iarbă 6-7 F-16 MLU.
Economisirea miliardului la buget e strâns legată de locurile de muncă…

Se pare ca neste F-22 au zburat pe langa spatiul aerian al Iranului si unul dintre ele s-a strecurat pana sub burta unui F-4 iranian, fara a fi detectat, nici de avioanele iraniene nici de radarele de la sol (care detectasera o drona americana si trimisesera niste F-4 sa o intercepteze).
Nu stiu daca F-35 e la fel de bun (nu stiu nici cat de reala e si povestea cu F-22) dar daca e pe cum se spune ar fi semnificativ peste avioanele mai vechi si ar face fata chiar si in zone cu sisteme de detectie cat de cat moderne.
Nu stiu cat de avansati sunt iranienii acum dar cu siguranta nu sunt nici praf dat fiind ca au “preluat” inainte o drona americana si au aterizat-o la ei, asa ca daca faza cu F-22 ala e reala inseamana ca si-a dovedit macar in parte calitatile stealth
Foarte tare, cred ca se poate face Iron Man 4 bazat pe povestea asta. Or fi iranienii aia niste desculti, dar povestea asta imi suna cam ca aia cu pusul de sare pe coada iepurelui. Totusi, de ce naiba ai trimite avioane de 320 de milioane de dolari pilotate de oameni care au costat si aia ca si pregatire cateva milioane, ca sa escorteze o drona de 4 milioane?

It is a mystery why the government is pressing ahead with its decision to buy the JSF fighter jet, writes Garry Piggott.
Are the members of the PvdA Labour party hopelessly naïve or just plain stupid, given the sudden outcry over the government’s budget day announcement that it plans to go ahead and spend €4.5bn on the much-maligned Joint Strike Fighter, or F-35.
After all, it’s been clear for a very long time that the senior partner in the current coalition, the so-called free market liberal VVD, decided to buy the JSF a long time ago and has no intention of changing its mind.
The centre-left Labour party, on the other hand, has changed its official stance on the JSF several times, largely depending on whether it was in opposition or part of a short-lived coalition.
Labour party leader Diederik Samson on Thursday claimed that his party was still undecided on the JSF and denied he was suppressing internal debate on the issue. Who knows, he may even believe that himself. Few others do.
Summer
The consternation among PvdA party members and MPs seems even stranger if you look back to July of this year, when the government announced it planned to go ahead and buy the replacement for the Dutch armed forces’ current fighter jet, the F-16.
This was with the full backing of a commission that included foreign affairs minister Frans Timmermans and finance minister Jeroen Dijsselbloem, both from the PvdA.
It seems they didn’t feel it necessary to consider a long-awaited report on the JSF by the government’s own national auditor, Algemene Rekenkamer, which was due out just two days after this week’s official announcement .
That report was pretty damning when it was sent to parliament. There is no guarantee that the sky-rocketing price of the JSF will not rise even further and that the €4.5bn set aside will be enough to buy the 37 aircraft the government has earmarked, the auditor said.
Nor is it certain that the 37 aircraft will be enough to protect Dutch air space (from what, we wonder?) and take part in international peace missions. It is worth remembering at this point that the original order was for 85 fighter jets, a number that has dropped steadily to the current 37 as costs have sky-rocketed.
Who’s to say that the Dutch government’s €4.5bn budget will eventually only be enough to buy 20 aircraft, or 10, or five?
Slavish devotion
So perhaps even more peculiar than the hysteria within the PvdA is the VVD’s slavish devotion to the JSF project, regardless of the countless negative reports on the jet fighter.
Predictably, defence minister Jeanine Hennis of the VVD on Thursday dismissed the negative aspects of the auditor’s report and with the fixed smile of the media trained claimed in a television interview that the cabinet had a ‘good story’ and it was sticking to it. A good story is apparently enough in political la-la land.
The JSF is indeed a rich source of stories, but very few of them are good. The project has been beset with numerous delays, cost overruns and design flaws since its inception in the late 1990s.
Now there are doubts that the JSF – or F35 – will even fly. Time Magazine has already published a number of highly critical reports on the troubled aircraft and the stories emerging from US media and Pentagon sources just keep getting worse.
The JSF is too heavy and lacks the manoeuvrability required to compete with its latest Russian or Chinese-built rivals. In fact it cannot even compete with the F-16s it is supposed to replace and would require air support from those same F-16s in a combat situation.
It cannot fly in bad weather, nor in clouds and cannot fly within 25 miles of lightning – odd, given its full name of F-35 Lightning II – and its stealth coating simply peels off during supersonic flight.
To add to the JSF’s woes, the super helmet – quite literally Lockheed’s crowning glory – that is supposed to give pilots 360-degree vision in a combat situation does not work. Not to mention that bits keep falling off the aircraft after test flights.

In fact, so far there have been very few positive stories on the JSF, part from those coming from Lockheed itself and certain other questionable sources. So it’s hardly surprising that governments around the world are currently reconsidering their original commitment to the JSF project, given the price tag of €200m (and rising) per aircraft.
So it’s a mystery why successive Dutch cabinets have refused to reconsider the Dutch government’s commitment to an aircraft that may never fly and even if it does will almost certainly never deliver a performance worthy of its monstrous price tag.
The JSF may well turn out to be more firmly grounded than the fairy tales our politicians are keen to fob us off with.

Longer deployment of F-16: higher costs
The F-16 fighter aircraft will be replaced in stages. The Ministry of Defence initially intended to replace them in 2016-2024. Setbacks in the development and testing of the JSF have delayed the availability of the JSF by three years. Operating the F-16 with guaranteed technical quality for this period will cost €334 million, according to the minister. A delay of five years would cost at least an additional €180 million. Such a delay might arise if the Netherlands withdraws from the test phase or from the JSF programme as a whole and later decides to procure a replacement American or European aircraft. In the meantime, the ageing F-16s will not be deployable on all missions and in all circumstances. The Court of Audit had warned in 2011 that the ministry’s ambitions were not in step with the available funding, the number of pilots and the number of F-16s. Operating an ageing fleet of fighter aircraft for longer would place even more pressure on the ambitions.
